MINISTRY OF FLOOD
Ministry of Flood is a civic institution located in Urla, İzmir, responding to the recent climate crisis and the growing water scarcity affecting the İzmir region. The project frames water not only as an infrastructural issue but as a political and social condition shaped by crisis.

Organized through a clear spatial hierarchy, the building accommodates three user groups with different temporal occupancies: citizens, officers, and bureaucrats. Public negotiation spaces form the most accessible layer, while more controlled interior zones support analysis, archiving, and administration. Through its layered organization, the project establishes a spatial framework for negotiating water governance and collective responsibility.

The buildings were organized into three groups based on their roles and functions, forming a central circulation zone composed of green spaces that provide multiple access points and offer a pleasant communal area for people to spend time.

Access to the two main buildings, which house open offices, laboratories, performance halls, and other public spaces, is provided from areas with high circulation, while a separate entrance is defined for the more private building.
